Making an Application

Applications to the Scheme Are Now Closed

The application deadline for the Troubles Permanent Disablement Payment Scheme was 11:59 pm on 30 August 2026. The Victims' Payments Board is no longer accepting new applications to the Scheme.

Under the Scheme Regulations, the President retains discretion to consider a late application where there has been a material change in circumstances or where, having regard to exceptional circumstances, it would be equitable to permit an application to be made under reg 8 or where there has been a material change of circumstances as defined in reg 8(4).

If you submitted an application before the deadline, it will continue to be processed in accordance with the Scheme's procedures.

Follow your application with your NI Direct account https://dttselfserve.nidirect.gov.uk/secure/vpb/vpscheme#/

What happens next?

If you submitted an application before the Scheme closed, the Victims' Payments Board will continue to process your application.

Upon receipt, applications are reviewed to ensure that all required information and supporting documentation have been provided.

Once an application has been validated, it will progress through the assessment process in accordance with the Scheme's procedural guidance and operating procedures.

Where additional information is required to support the assessment of an application, the applicant may be contacted by the Victims' Payments Board.

The Victims' Payments Board will continue to keep applicants informed of the progress of their application and will communicate the outcome once a decision has been reached.
